Guttmacher Institute State Policies in Brief "Sex and HIV Education"

In 2010, the Michigan Department of Education (MDE) accomplished the following with HIV funds:

  • Completed a major revision of the Michigan Model for Health middle school HIV/STD prevention curriculum.  The 10 lesson model curriculum will be disseminated throughout the state; districts can adopt, adapt, or not use the curriculum.  The curriculum is aligned with the national and state health education standards.  It includes abstinence-based and abstinence-only tracks.  The curriculum is part of the broader Michigan Model for Health, recently accepted on the National Registry for Evidence-based Programs and Practices (NREPP) of the Substance Abuse and Mental Health Services Administration.
  • Completed the 5th revision of the A Silent Crisis:  Creating Safe Schools for Sexual Minority Youth resource guide.  Over 1625 copies of the resource guide have been distributed throughout Michigan and 21 other states.  To date, the MDE has conducted workshops using the guide for 950 educators in 184 Michigan school districts. www.emc.cmich.edu
  • Supported the formation and first year of the Michigan Youth Voice (MY Voice) for sexual health advisory council.  MY Voice is a diverse group of young people ages 16-21 from across the state, that provide input on sexual health programs and services directed towards youth statewide.  Funded by the Michigan Departments of Community Health (MDCH) and Education, the goals of MY Voice are two-fold:  1) to cultivate and empower a cadre of emerging youth leaders in the area of sexual health, and 2) to utilize the perspectives of this critical key stakeholder group to inform the work of state-level policy makers and program developers on issues related to adolescent sexual health.   The youth voices helped to shape a statewide website, fact sheets, a middle school curriculum, and a monograph written primarily for policymakers.
  • Collaborated with a workgroup of the Comprehensive School Health Coordinators' Association to develop the Michigan Merit curriculum Health Education Competency Assessment (MMHECA).  The MMC-HECA was developed to measure student proficiency in the health education guidelines and provide teachers with a high-quality, fair, and rigorous end-of-course student assessment or a waiver exam for students requesting to test-out of health education.
  • Collaborated with the MDCH on the writing of teen pregnancy prevention grants that could result in increased dollars to focus on the implementation and evaluation of evidence-based teen pregnancy prevention programs in high need communities and school district throughout the state.
  • Collaborated with the HIV, STD, and adolescent programs within the MDCH on an updated version of a landmark 2007 report, The State of Adolescent Health in Michigan.  The paper provides data and an analysis of program gaps to assist local agencies with targeting their efforts, and justification for the legislature to fund enhanced adolescent reproductive and sexual health programs. http://www.michigan.gov/documents/mde/WhitePaper2010_319339_7.pdf
